for the manufacturers: maximize the potential reuse of their goods, through effective product design and consumer education           about the environmental benefits of reuse;

for the consumers: maximize the use phase,                                           either by postponing replacement                                                                        or providing the goods to a second user;

for the Governments: take necessary steps to ensure that,                   in accordance with the waste hierarchy,                                                    reuse is prioritized by legislating reuse targets and standard.
